J'avais oublié le nombre d'assistés qui parcourent les forums de JVC. Au temps pour moi.
Alors, vous vous rendez dans C:\Program Files\Steam\SteamApps\common\fallout et vous ouvrez le fichier draww.ini
Vous supprimez tout ce qu'il y a dedans, et vous remplacez par ce que j'ai mis un peu plus haut (tout le passage entre [Main] et ;End)
Voilà j'espère que c'est un peu plus clair...
ddraw.ini* et non ddraw.ddl bien entendu.
Pour jouer en mode fenêtré, il faut remplacer Mode=4 par Mode=5 (ctrl+f pour chercher une ligne dans le bloc note)

J'avais aussi ce problème, j'ai installé le patch de haute résolution et j'ai changé la compatibilité couleur en 16 ou 32 bits dans les options de jeu.Ca marche impec' maintenant.
